Permits and Inspections for Structural Steel Work in the Tampa Area
How permitting generally works for structural steel in Hillsborough and Pasco, what a stamped drawing is for, and where the schedule usually slips.
Most delays on structural jobs are not welding delays. They are paperwork delays, and they are almost always avoidable by knowing the sequence before the work is scheduled rather than after.
This is a general guide to how the process tends to run in the Tampa area. It is not legal or code advice, and requirements change — confirm the specifics for your project with your building department or your engineer before you rely on any of it.
Who reviews your project depends on where it is
The Tampa area spans several jurisdictions, and they run independently:
- Hillsborough County covers unincorporated areas including Brandon, Riverview, Carrollwood and part of Lutz.
- The City of Tampa has its own building department for work inside city limits.
- Pasco County covers Wesley Chapel, Odessa and the rest of Lutz.
That last one catches people out. Lutz straddles the county line, and which side you are on determines who reviews your permit and on what timeline. If your project is anywhere near the boundary, confirm before you build a schedule around it.
Wind load is the thing that makes Florida different
Florida Building Code sets wind-load requirements that most other states do not have to think about, and they apply to far more than whole buildings.
A canopy, an awning, a shade structure or a rooftop equipment frame all have to be designed for uplift as well as gravity. It is entirely possible to build a canopy that easily carries snow it will never see and fails in a storm because nothing resisted uplift.
This is why structural steel in Florida so often requires an engineer even when the piece looks small. The size of the member is not the question. Whether it is exposed to wind is.
What a stamped drawing is, and why you need one
A stamped drawing is a design signed by a licensed engineer who takes professional responsibility for it. For load-bearing work, the building department will generally want to see one before issuing a permit.
Here is the division of labour that matters:
The engineer decides what the structure needs. Member sizes, connection details, weld sizes, anchor patterns.
We weld to that detail. We do not design the structure and we do not substitute our judgement for the engineer's on load-bearing work.
Any welder who tells you a load-bearing modification does not need an engineer is either wrong or telling you what you want to hear. Neither helps when the inspector arrives.
Roughly how the sequence runs
- Scope and site visit. What is there, what has to change, what is carrying load.
- Engineering. Drawings prepared and stamped.
- Permit application. Submitted to whichever authority has jurisdiction.
- Review. Sometimes clean, often with comments to address and resubmit.
- Fabrication and installation. Built to the stamped detail.
- Inspection. The inspector verifies the work matches the drawings.
Steps 2 to 4 are usually the long ones, and they are the ones that get started too late.
Where schedules actually slip
Engineering booked after the crew is scheduled. A stamped drawing takes time. If you have a lease date or a tenant opening, start engineering first.
Review comments treated as a surprise. A first submission coming back with comments is normal. Build a resubmission cycle into the plan rather than treating it as a setback.
Field conditions that do not match the drawings. Existing buildings are rarely what the drawings say. The correction is routine, but it needs the engineer to bless it — and that is a phone call, not a redesign, if you catch it early.
Nobody scheduled the inspection. Work sitting finished and uninspected is work that cannot be closed out or covered up.

On permitted work we coordinate with your engineer and your inspector, and we weld to the stamped detail. When we find a field condition that does not match the drawings, we stop and tell you rather than improvising a fix that will fail inspection.
